Lines of action and outcomes so far in brief:
1) Training and recognition
• Trainings for youth workers on basis of concept, state priorities, actual needs and approved training plan (average 50 per year, additionally developing seminars and conferences):
a. Long-term, up to 6 month trainings on youth work ABC for acting youth workers without higher education in youth field
b. Short-term trainings on new methods and topics; trainings to work with specific target groups; trainings to develop specific skills (e.g. values of youth work, detached youth work, work with young delinquents, guidance, participation in school, human rights, language, conflict resolution etc).
• Development of trainings:
a. Improved concept of training policy in youth field (concept paper and implementation)
b. Systematic trainings for trainers (additionally trainers public database is developed and usable for all interested organisers of trainings, trainers profile, quality and payment guidance developed)
c. Development of training materials (print and electronic materials available)
d. Research –based evaluation of trainings needs and quality (research developed)
e. Improvement of training accessibility and information developments (non-formal learning environment on the web created, including training calendar for not only programme based trainings in youth field for every given year, best practises reports, social media communities, youth work magazine published annually etc).
• Recognition of youth work and youth workers
a. Instrument for recognition of learning outcomes in youth work (concept created, web in process)
b. Partnerships between formal education and employers developed
c. Celebration events, PR work, supportive materials, link to professional qualification system created, implemented and developed)
2) Quality
• Quality assurance system for youth work
a. Concept, criteria and indicators are developed via large internal consultation process; ongoing external evaluation in process
b. Research-based pilot evaluation in local governments starting in autumn;
c. Supportive measures, incl. implementation trainings developed
• Youth life monitoring system
a. Youth life style indicators database established
b. Additional data collected for priority topic
c. First youth monitor lay out in April 2010
• Combating social exclusion among young people
a. Sub programme developed for youth canters all over Estonia, to support extra services to combat social exclusion
